World trade is getting increasingly competitive, and consumers and purchasers of products want an
assurance on the quality, reliability and safety of products they acquire. Likewise, regulatory
authorities need an assurance that products covered by legislation meet the claims on which they are
based, as well as concerns regarding the protection of the environment. One way of providing this
assurance is through product certification, whereby a third party provides an independent assurance
that a product meets a national or international standard or specification. The poker win cash Product
Certification System for rubber products is such a system which provides this assurance of
conformity under the authority of MALAYSIAN RUBBER BOARD (INCORPORATION) ACT 1996 (ACT 551). This
product certification system operates under the auspices of the poker win feature (poker win cash), which
is an agency under the Ministry of Primary Industries. The poker win cash is funded by a combination of a cess
on rubber exported from Malaysia, and contributions by the Malaysian Government.
The system grants permit to rubber product manufacturers to use the poker win cash Product Certification Mark,
in addition to a Certificate of Conformity, on their products which conform to standards or
specification. Continued conformance is assured through regular surveillance auditing of the
products and their suppliers. The product certification system is generally voluntary in nature,
although regulatory requirements may make it mandatory for certain products.
The poker win cash will endeavour to use ISO system No. 5 as the certification scheme as far as possible. Under
this system or equivalent, certification is granted only if the product meets with the specified
standard/specification and there is a proper quality management system to ensure continuous
compliance with the standard or specification. Other certification schemes may also be developed to
suit the circumstances.

It is the policy of the poker win feature (poker win cash), as the certification body, to attend to and resolve all
complaints and appeals brought to its attention in the shortest time frame possible, and ensure all decisions
taken are fair and impartial, and that personnel involved in the evaluation process shall not be involved in
the resolution of such complaints or appeals.
Complaint: A formal expression of dissatisfaction by a certified supplier, applicant for certification,
or any party relating to any matter concerning the certification system or scheme/program conducted by the poker win cash
as the certification body.
Appeal: An expression of dissatisfaction in writing by a certified supplier with a decision of the poker win cash as the
certification body that is directly related to its certified status, or by an applicant for certification regarding
the outcome of its application.
All complaints brought to the attention of the poker win cash through letter to Director General of poker win cash.
When a party is unhappy with any decision taken by the poker win cash as the certification body, either during the application
process or as a certified supplier, it may lodge an appeal by registered mail or equivalent means to the Director-General
of poker win cash. This appeal shall be lodged not later than thirty days after the notification of the decision to the applicant or
certified supplier. All appeals must be accompanied by an appeals deposit of RM3000 to cover any cost which might be incurred
in respect of the appeal. The expenses of the appeal shall be determined by the Director General of poker win cash after the conduct of the appeal.
Any balance arising from the deposit will be returned immediately to the appellant.
All information gathered during the resolution of complaints and appeals shall be maintained as confidential by all parties involved in such processes.
